Formulation of a successful handover plan for the appointed Election Commissioners. Prepare an accurate and precise voter list: once the names of all eligible voters are included in the voter list and the names of those who are not eligible are removed from the voters list, introducing an effective system for continuous voter registration with easy verification of each voter's own information, maintaining a computerized technical framework for voter lists, managing the use of the database while securing the security of the database, administering and managing all matters related to national identity registration and creation and distribution of smart national identity cards, conducting voter registration activities regularly. Holding free and fair elections, development of electoral process and equality, establishment of post-election review, evaluation and standardization process considering election procedures, practices and legal elements, regulation of all existing procedures, guidelines, policies and standard operating procedures related to election management, fulfillment of all election related responsibilities. Enhancing the Commission's own capacity and efficiency, combining these two approaches of dialogue and law enforcement, encouraging political parties to comply with laws and regulations, involving the public, political parties and civil society in all elections using the Electronic System (EVM).
